As a preliminary to the consideration of the technical matters arising out of the correspondence which was summarised in a memorandum for the purpose of this discussion, Mr. Duncan was invited to state his views on the general considerations which should be kept in view in formulating a policy of development. Mr. Duncan stated that the occurrences of the past year had shown that it was possible for Canton
